Guiding Tools for Instructional Problem Solving (GTIPS) (PDF Download) — Developed by the Florida Department of Education, this practical resource has been designed to assist districts as they implement and support data-based decision making using a systematic problem-solving process at all levels of operation. This manual aligns directly with Florida’s implementation of problem solving and response to instruction/intervention (PS/RtI) in every school and sets the stage for schools to approach instructional decisions from a broader context of quality instruction, intervention, and assessment to address the learning and behavioral needs of all students.
